Open-Access Statement: Ukrainian Hydrometeorological Journal provides immediate open access to its content on the principle that making research freely available to the public supports a greater global exchange of knowledge. Full-text access to scientific articles of the journal is presented on the official website in the Archives.

The journal  is guided by the highest standards of publishing ethics and academic integrity in its activities, adhering to the principles and recommendations of leading international organizations and declarations: COPE (Committee on Publication Ethics), WAME (World Association of Medical Editors), DORA (Declaration on Research Assessment) and others.

Our commitment to these standards ensures the trust of readers, authors and the scientific community in the quality and ethics of the journal's publications.

Adherence to COPE (Committee on Publication Ethics) principles

The journal's editorial board fully supports and implements the Core Practices of COPE regarding publication ethics:

For editors:

  • Impartiality: Making publication decisions based solely on scientific quality and research relevance
  • Confidentiality: Maintaining confidentiality of manuscripts and the review process
  • Fairness: Equal treatment of all authors regardless of their origin, gender, religion or political beliefs
  • Transparency: Openness of procedures and criteria for editorial decision-making

For authors:

  • Originality: Submission of only original, previously unpublished research
  • Reliability: Responsibility for the accuracy and reliability of provided data
  • Full disclosure: Declaration of all conflicts of interest and funding sources
  • Co-authorship: Including in the author list only those persons who made a significant contribution to the research

The journal uses COPE Flowcharts to resolve ethical dilemmas and violations (suspected plagiarism, data fabrication or falsification, disputed authorship issues, conflicts of interest, etc.).

Adherence to WAME (World Association of Medical Editors) principles

Although the journal "Open Science and Innovation" is not a medical publication, the editorial board recognizes the value of WAME recommendations for ensuring high standards of scientific publishing:

Ethical standards for human subject research: mandatory ethics committee approval for human subject research, obtaining informed consent from participants, ensuring confidentiality of personal data in accordance with GDPR and national legislation

Conflicts of interest: clear identification and declaration of financial and non-financial conflicts of interest, transparency regarding research funding sources, independence of editorial decisions from commercial interests

Reporting standards: adherence to international reporting standards (CONSORT, STROBE, PRISMA, etc.), full disclosure of methodology and research limitations, ensuring reproducibility of results

Review policy: In accordance with WAME recommendations, the journal conducts mandatory double-blind peer review

Support for the DORA Declaration (Declaration on Research Assessment)

The journal fully supports the San Francisco Declaration on Research Assessment (DORA) and commits to focusing primarily on scientific content rather than quantitative indicators of the publication or journal, promoting diverse assessment metrics, including alternative metrics (altmetrics), considering different types of research outputs (data, software, patents, etc.), supporting and encouraging authors towards open access and open science. Publication decisions are made solely based on scientific quality and novelty, refusing discrimination based on the "prestige" principle of the author(s)' previous publications.
